This case study provides an overview of the consolidation process of Georgia higher education institutions between 2013 and 2018. The focus examines how access for various populations were considered during the consolidation process, the politics and tensions that resulted from the consolidation of an HBCU with a non-HBCU, and the impact of the consolidations on access.
